AG releases body-worn camera footage from 2 fatal incidents in Baltimore County

Body-worn camera footage released on Thursday from two incidents earlier this year showed what led police to fatally shooting two men in Baltimore County.

The state attorney general’s office released the footage in the interest of transparency.

The first video comes from an incident on May 4 in Essex.

Police said they responded to a home at 4 p.m. to the 900 block of Boundbrook Way for a report of a domestic disturbance. Upon arrival, officers learned that Richard Picarello III was throwing items at a family member and held a knife to that family member and himself.

Once inside the home, police said they were speaking to Picarello when he picked up a knife and began to approach officers. When Picarello III did not comply with officers to drop the knife, one officer deployed his stun gun and two other officers fired their guns, striking Picarello III.

Police rendered aid until paramedics arrived, officers said. Picarello III was later pronounced dead at the scene.

The second video comes from an incident in Towson on June 4.

Police said they responded to the 500 block of Virginia Avenue in Towson for a report of an unknown disturbance at an apartment complex. Upon arrival, officers said they heard gunshots coming from the apartment building.

Police said they proceeded to the 11th floor and found the room where the unknown issue was coming from. Joseph Thompson, 66, opened the door and exchanged gunfire with police. 

Thompson was struck and pronounced dead at the scene.

One officer was struck and taken to a hospital with non-life threatening injuries, police said. A woman was found in the apartment suffering from a gunshot wound and transported to a hospital in critical condition.

Under state law, the attorney general’s office investigates any incident involving law enforcement that results in a person’s death.
